Is there a way to customize performance document auto transfer feature?

Summary: Business requirement to auto transfer performance documents IF there is a manager change but ONLY if the manager is terminating. All other manager changes should not be picked up by the auto-transfer feature.

Content (required): Is there a way to customize the new auto transfer of performance documents functionality so that the performance document only transfers if the manager change is taking place because the present manager is terminating? We do not want the process to pick up every manager change that takes place.
