Can a non manager evaluate a Performance Document?

Summary:

We have an employee who previously had some direct reports and now no longer supervises them. I transferred their performance documents to them but cannot see them.

Content (required):

If the employee goes to My Team/Performance, he is unable to see the transferred documents. In the Search button, nothing comes up in the search. This employee actually still has the Line Manager role and we are using seeded roles. What else can I do to ensure the employee is able to see the transferred performance documents?
