When a person becomes a pending worker we want to allocate a checklist as preboarding. Then when they join on day 1 as a new hire there is another checklist to allocate.
Do we create both as separate 'enterprise onboarding' checklists or create one master and have two separate 'enterprise onboarding steps' ?
