Unable to Rate Competencies in Performance Review

Summary:

Hello,

Moving from questionnaires to competencies in the performance reviews. However, the only thing the worker can see during the review process is the competency, weight and the Rating Description. No where to rate themselves.

On the other hand the only thing a manager can do is update the weights. Not able to rate either.

Is this done elsewhere? If so, where/how?
