FTE in derived factor

I have an absence plan where the eligibility for the absence plan is persons FTE ranging from 0.5 to 1.

When we are using derived factor as FTE and min = 0.51 and max = 1 and when the employee is having FTE as 1, the plan is not getting enrolled.

Any help on this regard?
