Issues with Goals quarterly points

We currently have a model where each quarters Goals should equate to 25% of their yearly target total. Employees are having issues with this and we would like the system to provide an alert/highlight if there is an error. Note that we are currently using flex fields to document quarterly forecast/actuals. Has anyone had a similar issue or can you provide any best practices you have used to highlight important instructions/information in Goals module.
