HDL error while loading PersonAccrualDetail

HDL load fails with error "The accrual process failed because the person isn't enrolled in the absence plan that you specified." although I could see the person is enrolled in the absence plan prior to the date, that I am loading. Also, I am able to enter the absence balance via online.
