Evaluate buttons missing for LM

Summary:

Set up review with LM to evaluate employee, no employee self eval. In first image below the LM is not able to evaluate the employee for objectives or competencies.

Also, the overall summary is not showing for the LM

You can see the employee can view the review with a summary section and the evaluation topics with the view button.

How do I fix the LM to see the summary and expose the evaluate buttons?

Sections have been set up and then used in the template. Thus you can see it as the employee but not as the LM.
