make a performance goal an open link

Summary:

When I create a performance goal in the library it doesn't save as a link in my PROD enviro like it does in my UAT enviro.

Content (required):

Performance Goals in UAT environment are blue hyper links that open the goal, In my PROD environment they aren't blue hyper links and I have to select the pencil and can only edit my goal, not add notes, tasks etc. See below
