Using Page Composer, can we just add a link to the competencies section (and not to goals)?

Summary:

We have Goals, Competencies and Overall Summary sections in the Performance Document.

As part of our requirement we need to add a hyperlink to only the competencies section (while evaluating competencies) . Something like this..

However, when I try to add the hyperlink via Page Composer, it gets added to all the 3 sections i.e. Goals and Overall Summary along with the Competencies.

It seems that all the 3 sections are treated the same by the system. Is there a way to limit the hyperlink only to the 'Competencies' section?
