Need to approve goals individually in a Goal Plan

Our client has a requirement of being able to approve goals individually when it is submitted collectively .

Is this possible. If so how .

Right now , when the approval notification is available , if a user has submitted more than one goal - it is a collective approve or reject .

All help appreciated.
