Align with Manager Goal not working

Summary:

A Goal has been shared by the Manager. It shows under 'Manager Goals' under 'Goals Shared with Me' for the Employee.

However when the Employee creates a new Goal and tries to align it with the (Manager) shared Goal, It doesn't show in the dropdown as seen below.

What could be the reason?
