Can we fetch competency list from Performance Template which is not yet assigned to employees

We have a requirement where the business users will define the Performance template in the beginning of the Review Period and will assign the Competencies at template level. However, the evaluation will happen at a later stage, hence performance document will not be created initially.

But at the time of beginning of the review period, we want to communicate the list of competencies to employees based on which they will be evaluated during year end. Without performance document creation, is it possible to fetch the competencies in a report from the Performance Template itself?

Please suggest if there are any options for the same.
