Approval Rule with Not IN Feature

I have a requirement in which 10 users goal submission is to go to User1.

While User1's submission to auto approve.

While everyone else(approx 3000) employees goals submission should go to their Line manager 1.

We are in 22C

Rule 1 condition I i used requestor in (A, B, C)

Rule 2 condition I used requestor == User1

Rule 3 I want to use something like NOT IN (A, B, C, User1)

But NOT IN is not available. Please help me to apply alternatives for the same.
