Historical DBIs used in Oracle fusion fast formula for Benefits is not working correctly

Summary:

We have a requirement in our project to create a Rate Value Calculation type Fast Formula for Health Savings Account plan under the Benefits module. We have incorporated various scenarios in the code like - Rehire, Break in election of options, Changing the option from one to another and so on.

Please find below few major points of the benefits life event setup in our project –

1. For most of the life events added for an employee, the rate coverage start date is 1st of next month of the life event date.

2. For few life events, the rate coverage start date is same as the life event date
