Multiple Open enrollment cycles in an year

Summary:

We need to have multiple open enrollment cycles in an year.

1st Cycle is from 01-Jun to 30-Jun for medical insurance plan

2nd Cycle is from 01-Jul to 31-Jul for Life insurance and other plans.

For Cycle#1, I have created medical insurance plan as "Not in program" while for cycle#2, I have created it as a program.

I have added open enrollment in both with different dates. Now I'm able to process open enrollment for cycle 1 but when I process for cycle 2, I'm getting the message: "The person currently in process has no potential life event."

Please let me know how we can have multiple open enrollments cycles in an year or is there any workaround.
