Goal Approval - Once Manager submits the Goal

Summary:

Looking for a way to send approvals to HR Rep if Manager submits the goal for direct/indirect reports

Content (required):

We are not allowing Employees to add goals in the system, only their Performance Managers can add goals. However, when manager adds the goal from My team>Career & Performance, it should go for approval to any AOR, say HR representative. I couldn't find any way to add this scenario where managers is a requestor for adding goal. Is there anyone who have implemented the similar approval flow?

I have already tried this
