Disable selected email notification while retaining the Bell icon (FYI) notifications

Apologies if this has been answered. I looked through the catalog and did not find the exact answer.

Our client has a specific requirement in 22 C ( implementing Goals and Performance)-

We have enabled Talent notifications as below

•      BIP_ONLINE_NOTIFICATION_HCM_GOALS - true

•      BIP_EMAIL_NOTIFICATION_HCM_TALENT - true

However , client does not want emails for all the enabled actions but want it only for a select few .

They want bell icon notifications for all however.

What are our options to disable select email notifications ?
