My Team Check-Ins not visible for all direct reports

We have created check-in documents for all employees, and when the manager navigates to Goals and Performance Overview they can only see the link to check-ins for one employee, who doesn't have any check-ins. There are other employees that do have check-ins created, however the manager cannot see the link for them. Any ideas why?
