Excluding Departments from Eligibility Profiles

Summary:

I excluded a department from all of my plans other than 3. Those 3 plans worked as expected when eligibility and accruals ran, however on staff not on those 3 plans a new PL plan opened for them with a new start date and zero balance, even thought we used 1/1/1951 as the start date for the exclusion.
