How to get # of Employees in a Goal Plan who created/didn't create goals

Hi peers,

My client wants a report that captures the number of employees that have created goals as well as that of those who haven't yet created (even a single goal) in the goal plan. There is only one goal plan per review period.

There is a delivered report under Performance that should have helped. However, that isn't providing the number of employees who haven't created goals. (below)

When I tried doing this, the number of employees without goals didn't calculate correctly. It gave all the employees in the company instead of only those who are assigned the Goal plan.
