Unable to define Performance Document Eligibility

Hi Experts,

We have a requirement for Performance Document Eligibility such that Document2 cannot be eligible while the Document1 is still in progress.

I have defined a value set to fetch the Status code of the Document1 and calling the Value set using the GET_VALUE_SET function in the fast formula. But I’m not able to get the status code and validate the eligibility based on that.

Please find the FF and the Value set definition in the attached. Can anyone please explain what mistake am I doing here?
