Incorrect Rate for FSA

Hello!
The benefit deductions are all based on per pay period with element frequency rules. The rule is to ignore benefit deduction if there is a 3rd pay period in a month. This is working for all except where the employee enters their annual contribution. In this case the system is taking the amount and dividing by 23 instead of 24.
Has anyone encountered this before?
