Evaluate Button in Performance document needs to be shown as below

Summary:

A supervisor has reported being able to select Evaluate which by-passed a staff member's step to add comments to their performance document at Step 3. 

Steps:- A supervisor Submits a staff members plan at Step 2, the supervisor then selects the staff member's plan again and the Evaluate button is available at the top of the screen.

When the supervisor selects this option, it by-passes the staff member's evaluation and moves the plan along without their access. 

Any way to hide the Evaluate button at the to of the screen at this section of PD or let us know for any workaround
