Are there limits to the AND/OR condition in fast formulas?

Hello! I'm having an issue with a fast formula where it's not picking up criteria in a block of code after a certain number of "ORs".

Content (required):

We have a fast formula tied to a goal plan eligibility profile. There are lots of criteria in there because not everyone in the company is eligible. What I'm having trouble with is the fast formula not picking up criteria in a big block of code (See below for code snippet). Is anyone aware of any limits on the AND/OR conditions? I have not found any Oracle documentation stating that there are limitations, so I would assume the FF should work, especially because there are no errors and the formula compiles as expected. All of the code above and below
