How to prevent user submitting self-evaluation if behavioral or goals section is empty in perf doc?

In the performance document of a user, under evaluation topics, there are self-evaluation actions for each section(i.e goals or behavioral competencies.

We want to know if it is possible to make the user not able to submit their self-evaluation if each of the evaluation topics is not filled.

If it is empty, they should fill it before submitting.

An example is in the below screenshot, where Goals has not been filled. They must not be able to submit the self-evaluation.
