Order Modifiers not honored for phantoms

We have some items (Let's say item B) for which we have independent demands and also, they are Sub-assemblies for other Parent items (Let's say item A). C is a component under B.

Here's how the structure looks like:

A (Supply type = Push at Work definition and Item attribute level)

..........B (Supply type = Phantom at Work definition and Item attribute level)

.....................C (Supply type = Push at Work definition and Item attribute level)

Independent Demands can be there for both A and B. B has FDS set at item attribute level.

When there's an independent demand for A, planning creates a Work order and component C becomes part of the work order.
