Time cards entry validations

Summary:

We need to do validation in time cards entry where employees should not exceed more than 50 hours.

for example consider we are initially giving employees a 50 hours of balance. for this month he has consumed 30 hours and his balance will be remaining 20 hours and for next month he has aging consumed 20 hours. so now the employee balance will be 0 hours once he has consumed total of 50 hours for the next time he/she should not able to submit time card it should throw validation error in time card entry rule set
