View Admin Reports in Compensation must list only those plans for which an user must have access

Summary:

Compensation Admin of US must see only the Plans related to US , when View Administrator Reports link is chosen. Similarly a Compensation Admin of India must see only the Plans related to India on performing a similar task.

Configuring Restrict Plan Access as a part of the Plan Configuration doesn't seem to work. Thus the Comp Admin of US can see the India Plan in the dropdown and vice versa.

Requirement from client is the Plan should be visible based on the access of the user.
