PMS: Employee Self- Evaluation Issue

Hello,

We have the following requirement.

An employee is at step : self-evaluation in the performance document. Under Evaluation topics,the employee should rate herself for goals and behavior competencies. (See screenshot below)

If the employee does not rate herself and clicks on Submit button, the system allows her to do it.

Our client wants that if goals and behavioral competencies are not rated, then the system should prevent the employee from submitting.

Please advice on how to achieve this.
