Email attachment to be sent only to certain approvers in approval chain

Summary:

We have absence approvals going to Line Manager and then to HR admins (AoR). The requirement is that any attachments that employee submits when submitting absence should be sent as attachment only to HR Admins and not to Line Manager.

As per our analysis we can setup only a single attachment option for complete flow, that is, it either goes to all approvers when enabled else it will not go to any approver. 

Is there any other way of setting up the approval notification such that attachment are sent only to selected approvers?
