Change Salary Transaction in RUI

Summary:

We have the RUI enabled for 'Change Salary' transaction. The salary basis column is currently enabled for edit in 'Change Salary' screen for those who has admin role. However we would like to restrict the edit option for the same admin's when they try to edit the current salary. Since its a same page for both editing the existing salary or for proposing the new salary how to achieve this functionality. If Admins tries to edit the existing salary 'Salary Basis' should not be editable and when admin proposes a new salary the 'Salary Basis' should be editable.

What should be EL expression that support this functionality.
