Setting up a PTO Donation Pool

We have a new requirement to automate a Sick Time donation pool that HR has been manually handling on spreadsheets. In my research, I have seen documentation on allowing employees/managers to donate PTO to specific employees, but nothing regarding functionality for creating a pool that central HR can then administer and give time to employees that need it that meet certain criteria.

Is there any functionality for a pool, or is that not something currently offered?
