18B: No access to Benefit Enrollment or Elections via Responsive UI

We've implemented the responsive UI, and the new benefits landing page is displayed. However, when we go into benefits summary, there is no option to enroll or to change benefit elections.  The "classic" UI does allow this, and we expected equivalent functionality in the responsive UI.

Is this the intended behaviour, or are we missing additional configuration?
