Pay Time Attribute Question

I have created Pay Time Attribute using Manage Elements and have assigned the eligibility as well.

Now, I am trying to Submit a Process (Create Time Card Calculation Components) to make the Pay Time Attribute available in Time and Labor, however, on the Enter Parameters page in the Element Type Id, I am not able to find the element I have created. Am I missing anything?
