How to test a program with custom criteria?

I am trying to utilize the testing functionality in Programs and I am unable to test because my seed list does not contain all the fields that are required to qualify for the program entry.  I have tried to create a different master list that contains the criteria, but then I don't see that seed list as an option to use for testing...any advice?
