Allow managers to provide ratings but no employee rating

We have the requirement to have managers provide the Competency Section and Goal Section ratings, but employee will not be rating themselves and therefore should not see the Worker Ratings drop down.

Since there is no configuration to support this, we are using personalization to hide "Worker Performance Rating". However, once we set the "Worker Performance Rating" to not visible via personalization, it also remove the Manager Performance Rating drop down when managers do the evaluation.

I have also tried using the following condition EL expression to set the performance rating drop down to visible if the role type is not equal to Worker, but it is still not working. The drop down field is now hidden for manager (even though when I validated the EL expression for manager view, it is telling me "true" - which means it should be visible).
