ADd button is disabled in Notes section

Summary:

i cannot see the add button in the notes section. this is not security related since I was already using administrator user account.

I did not do any personalization to hide the add button, What i have done is ONLY made the notes section visible via design studio, but the problem is i dont see the add button

this is the only configuration i worekd on to view the notes section

i am on 23c version.. in the previous version 23b, there was an add button in the notes section.
