Customer needs to update a custom Lookup using webservice

Summary:

We are implementing it and the client needs to maintain this lookup by webservice.

using the documentation provided for API's Rest I found this get:

However, it does not return any value as we can see.

my question is if there is already a way to provide this type of maintenance for lookups via webservice if so how would it be possible?
