Prevent Next year Absence to reduce Absence Balance

Summary:

I have a business requirement.

The vacations applied next year should not reduce balance.

if it reduces balance then balance applied this year will go to negative.

If I allow negative balance for Plan then I want to restrict the manager to approve the vacations

Otherwise Employees can apply absences and there will be no restriction of negative balance.
