Employee with View Only access to Skills Content Section

Summary:

Hi,

I have a requirement where I want to have Employee with View Only access to Skills. I have given View access in Content Section task to Employee role but still Add and Edit pencil is visible.

Do I have to hide both Add button and Edit pencil by using Page composer or it should work without hiding using Page Composer?

I also have run schedule process Retrieve LDAP and Import User and Roles but still results are the same.
