Display Ship to Related to Selected Bill to

Customer A has 2 accounts and each account has 2 ship to and one bill to site.

In Sales order, when customer A is selected and one of the bill to account is selected , the expectation is that ship to site against that Customer account only should be displayed but system shows all the ship to sites against all the accounts for that customer.

Can we control this?
