Absence is not noted on public holiday which has work schedule along with Resource exception

Summary:

We have assigned a published schedule for an employee, on a public holiday, the schedule has an exception considering public holidays. When this employee applies for an absence on a public holiday it is showing as 0hrs, Absence is not shown on Time card.
