Is there a way to allow a user or group of users to manage a specific absence plan?

Is there a way to allow a user or group of users to manage a specific absence plan without giving them full access to all absence management? We have a committee that administers our sick leave bank. They would need access to manage, view, update, transfer, etc, but ONLY for our Sick Leave Bank absence plan. Is this possible?
