Remove access to add competencies

We have to remove the access for Employees to add their own competencies after each release. After 23C update, we still need to remove it from the roles manually.

Is there a way to permanently removed it from these roles?

We usually remove Manage Competency COMPETENCY_300000003961814 privilege for Employee role.
