Workflow for resignation.

How we achieve the below requirement.

If employee "A" has Mr. B assigned as "Primary Manager" and Mr. C as "Secondary Manager" in the system then workflow can be that resignation goes to Mr. B for action and leaves go to Mr. C for action.
