Has anyone handled a mid-fiscal year go-live for Absence, regarding annual accrual limits?

Our client has an annual accrual limit that is different than the plan ceiling. Their fiscal year (and plan term) runs 7/1-6/30 but go live is 1/1. We will do a balance conversion for the initial balance for 1/1, but this will not indicate which hours should count toward the annual accrual limit. How can we get Oracle Cloud to recognize accruals from 7/1-1/1? Is there a way to do a balance conversion for annual accruals that would count toward the annual accrual limit?
