Mid week starter timehseet submission

We are currently facing issue with mid-week starter and leaver submitting their timesheets as we have time rule of minimum hours 37 hours configure.

Is there a way to exclude the mid-week starter or leaver from the minimum hours rule to be able to submit their timesheets.
