Accrual balance is crediting incorrectly

Summary:

Hi All, As per the client requirement employee who hires after 15th of the month should get 0.75 days of leave balance, those who joined before 15th of the month should get 1.5 day balance. And this only for the hire month, for other months it should be as usual 1.5 day per month.

In order to achieve this requirement we have written a fast formula, but the the balance is crediting 1.5 day even when employee joined after 15th.

Could any one please help me out where the logic got error in the formula.
