Stop carryover being used before the following year

Summary:

We have a requirement to stop employees from entering annual leave for the year ahead that would use the carryover balance.

Example: Employee A enters an annual leave request for 2024 using their full entitlement (20 days) plus the automatic carryover (5 days). When they try to book the remaining days for 2023 this errors as they have used what would be carried over.
